When it comes to salting food, most often it should be started at the beginning and to be continue through out the process. For example Pasta and Potato always be seasoned at the beginning of the cooking. If seasoned after the cooking, it doesn't matter how much salt you are going to add, it have the tendency to change the taste of the food and you have to add either more or you loose the taste. This is because you are concentrating on the salting on the food rather than the flavor of the food.
So, it is depending on the time, when you adding the salt depending upon the type of food you are cooking.
